Welcome to NCSP
About the Upper Delaware River Chapter of the National Canoe Safety Patrol (NCSP)

Our Mission
Founded in 1979, the National Canoe Safety Patrol (NCSP) is dedicated to promoting water safety and responsible paddling on the Upper Delaware Scenic and Recreational River. Our mission is to provide skilled volunteer patrols, assist river users, and collaborate with agencies to ensure a safe and enjoyable experience for everyone on the water.
Who We Are
NCSP is a passionate community of paddlers, safety advocates, and outdoor enthusiasts. Whether seasoned experts or newcomers to the water, our members share a commitment to river safety, environmental stewardship, and public education. Through hands-on training, mentorship, and teamwork, we build a strong, supportive network that welcomes individuals eager to make a difference.

What We Do

-
River Patrols: Our volunteers actively monitor the river, offering assistance to paddlers, tubers, and boaters in need. We provide first aid, safety guidance, and rescue support when necessary.
-
Training & Certification: NCSP members undergo rigorous training in swiftwater rescue, first aid, CPR, and boat handling skills to ensure we are prepared for a variety of on-water situations.
-
Public Outreach & Education: We engage with the community through presentations, safety workshops, and special events to raise awareness about responsible river use.
-
Collaboration with Agencies: We work closely with the National Park Service, local emergency responders, and other river safety organizations to maintain a safe and welcoming environment on the water.

Commodore

Rob Post
"I love the outdoors and I love helping people. The NCSP has been the perfect venue for just that. I’ve also learned a lot about rescue, paddling, and leadership. All while making some great friends along the way!"

Vice Commodore

Jacqui Wagner
"I first learned of NCSP as a participant on the Delaware River Sojourn." Nature has always been my centering place and being of service to people around me has been a considerable part of who I am. Holding an NCSP leadership position and serving in nature checks off two important aspects of what feeds me. To do it on the beautiful Upper Delaware River, is simply icing on the cake. Come join us!"

Secretary

Andrea Alboretti-Colman
As a former innkeeper, I’ve always loved welcoming people, fostering community, and making sure everyone has a fantastic—and safe—experience. Being part of NCSP allows me to bring that same passion to the river, connecting with paddlers, supporting our mission, and growing my own skills along the way. Every paddle is an adventure, and I’m excited to be on this journey with such an incredible team!"
Treasurer

Tom Candela
"As the newly elected Treasurer for the NCSP, I am excited to bring my experience as a retired registered nurse and my deep appreciation for the river and outdoor adventures to this important role.
Having lived in the area where our patrols operate, I’ve witnessed firsthand the vital role NCSP plays in ensuring the safety and well-being of those enjoying the water. I look forward to collaborating with our dedicated leadership team to raise awareness of our mission and expand the public’s understanding of the life-saving work we do. Together, we strive to make our rivers safer for everyone."

Marketing Director

Don Harris
"I joined NCSP to improve my safety and paddling skills. And soon found out this was much more! A great group of people, fellow paddlers, mentors and outdoor enthusiasts, who became good friends and volunteers throughout the river community."
